Under general direction, plans, schedules, coordinates, reviews, and participates in highly complex advanced level professional engineering activities including environmental program/planning and compliance, design, construction, land development engineering, traffic engineering, and other programs; ensures that functions meet all applicable laws, regulations, and City policies; performs highly responsible and technical project management for complex projects related to the City's Capital Improvement Program (CIP); provides lead direction to lesser skilled staff; coordinates activities with other City departments and outside agencies; and performs related work as required. Manages division activities, developing and implementing program policies in coordination with the department director.
DISTINGUISHING CHARACTERISTICS The is the advanced level within the professional Engineering Series, which may serve as the manager over a division such as Land Development or Capital Improvement Projects within the Public Works Engineering Division. This class is distinguished from the higher-level Principal Civil Engineer by the responsibility of the later class to serve as a division head over multiple functions. The Senior Engineer is further distinguished from the Associate Engineer by the responsibility for serving as a division manager, and for the management of multiple complex projects. Incumbents may supervise subordinates as assigned. The application of professional knowledge and skills is required in the performance of assigned duties, and the exercise of professional engineering judgment in accordance with currently accepted practice of civil engineering and appropriate laws and codes.
SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Principal Engineer and/or Public Works Director/City Engineer. Exercises general or direct supervision over professional, para-professional, technical, administrative, and skilled and semi- skilled assigned staff, as assigned.
Essential duties and responsibilities may include, but are not limited to, the following: - Assists in the implementation of division goals, objectives, policies, and priorities for assigned engineering functions programs; recommends, develops, implements, and administers policies and procedures.
- Plans, schedules, coordinates, reviews, and participates in highly complex advanced level professional engineering activities including environmental program/planning and compliance, design, construction, land development engineering, traffic engineering, and other programs.
- Coordinates and performs complex engineering studies and projects; administers construction and professional services contracts; monitors project budget, inspects work in progress and conducts final inspections to accept completed work; ensures compliance with contractual obligations; reviews and recommends approval of change orders; recommends approval of progress and final payments; ensures compliance with applicable codes and regulations; provides resolutions to construction problems.
- Coordinates and manages assigned Capital Improvement Projects; investigates and resolves problems with scope of work or cost issues of major facility upgrade and replacement projects; participates in construction management activities as required; and ensures that projects are completed on time and within budget.
- Conducts reviews of civil engineering plan designs, specifications, and consultant and staff comments; and provides comments in accordance with design requirements and municipal and intergovernmental standards and regulations; recommends approval or additional engineering conditions and changes.
- Inspects and verifies work in progress and completed work of assigned staff and contractors for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
- Meets and confers with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating engineering matters; provides information regarding City development requirements.
- Provides technical information and instruction regarding applicable procedures and methods; interprets and explains plans, specifications, rules, regulations, and procedures; answers questions and resolves concerns; troubleshoots complex operational and maintenance problems.
- Conducts bidding process for capital projects including receiving applications, awarding contracts, issuing notices as assigned, and preparing staff reports for Council action.
- Conducts City review and response to private development projects through the entitlement and construction drawing preparation and permitting stages; reviews engineering plans and technical studies for conformance with applicable laws, City regulations, and professional standards of practice; reviews and analyzes subdivision and parcel maps, records of survey, traverse calculations, legal descriptions, plats, and similar documents for conformance with applicable laws, City regulations, and professional standards of practice.
- Attends workshops and participates in professional groups and committees; stays abreast of new trends and innovations; answers questions and provides information to the public; investigates inquiries; recommends corrective actions to resolve issues.
- Coordinates and performs the collection, analysis and reporting of various traffic engineering studies.
- Assists in the preparation of federal, state, and local grant applications for various City projects; participates in the administration of grant-funded projects and satisfies the grant requirements for capital improvement and various other projects and studies; assists in preparing various authorization requests for the funding source agencies.
- Attends and participates in community meetings regarding the impact of proposed construction as assigned; responds to citizen complaints.
- Provides staff support to the Principal Engineer and Public Works Director/City Engineer; attends meetings of a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence.
- Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
- Develops and monitors contracts with consultants and vendors.
- Assigns work activities to subordinate staff; monitors and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
- May participate in the selection of assigned staff; provides or coordinates staff training; evaluates and reviews employee performance with employees to correct deficiencies; recommends and implements discipline.
- Maintains records in accordance with departmental policy.
- Participates in the development and implementation of various systems and procedures to meet division goals, objectives, and policies.
- Ensures staff compliance with City and mandated safety rules, regulations, and protocols.
- Performs other related duties as required.
Knowledge of:- Operations, services and activities of a public works engineering program including streets, signals, traffic control systems, traffic management, parks, City facilities, and City water/wastewater systems.
- Advanced principles of Civil, traffic or environmental engineering (as assigned).
- Modern principles and practices of civil engineering design and construction including roadway design, traffic, grading, hydrology/hydraulics, soils, pavements, environmental compliance, water quality, and construction practices.
- Methods, and practices as applied in the planning, design, and construction of municipal public works projects.
- Methods employed in the preparation of land development projects.
- Pertinent laws and regulations governing the design and construction of streets, capital projects and other public works including CEQA, Subdivision Map Act and Public Contracts Code.
- Budgets, contracts, agreements, plans, specifications, procedures, and forms associated with public works projects.
- Principles and techniques of engineering, drafting and estimating.
