SENIOR PROJECT MANAGER, ENGINEERING

PAY RANGE $101,385-$126,731 (D.O.E.)

JOB SUMMARY:

Senior Project Manager (SPM) in the Engineering department executes a wide variety of complex capital and infrastructure projects, including new buildings and structures, interior and exterior renovations, parks and recreational facilities, transit, and transportation infrastructure, and many other public-facing improvements. The Senior Project Manager prepares feasibility, design, and scope documents, procures subcontractors, and makes project status presentations to the City Council, stakeholders, and local media as part of an administrative decision-making process and professional construction project management.

TYPICAL DUTIES:

  • Manages capital project delivery, including procurement, contract administration, design and construction management to meet project goals and applicable local, state, and federal requirements. Past projects include the PC Ice Arena, PC Municipal Athletic & Recreation Center, PC Library, and numerous transportation and neighborhood improvements (parks and playgrounds, pedestrian tunnels, Main Street plazas, paved rail trails, etc.).
  • The SPM's primary role is contract administration, providing site management, presenting field or site adjustments to the project sponsor for review and approval, and coordinating inspections and final completion.
  • Manages all aspects of project delivery, including developing budgets, awarding contracts (design/planning and construction), project sequencing, project schedule, budget adherence, quality control, and stakeholder engagement.
  • Manages project budget and progress, including negotiating change orders, cost tracking, and payments.
  • Conducts procurements in accordance with applicable codes and policies, contract awards, and ensures construction projects are completed according to specifications; work may also include conceptual design, feasibility analysis, and obtaining all necessary Federal, State, and local regulatory permits.
  • Acts as the public face of Park City Municipal with constituents, stakeholders, and Boards and Commissions to share project management and construction expertise regarding City construction project management.
  • Manages the work of contractors, architects, engineers, and other consultants to bring projects in on time and in budget.
  • Works with a variety of internal teams and coordinates oral and written presentations and materials.
  • Prepares contracts in accordance with the City's purchasing policies.
  • All other duties as assigned.

MINIMUM QUALIFICATIONS:

  • 8 years of construction project management experience with thorough understanding of construction plans and drawings, planning and zoning, ordinances, regulations, policies, procedures, and codes.
  • Physical ability to conduct field inspections, monitor and assess the work of contractors, and to perform manual labor as required for certain projects.
  • Expert knowledge of federal, state, and local regulations, policies, and procedures.
  • Experience using project management software.

PREFERRED QUALIFICATIONS:

  • Bachelor's degree in Construction Management, Landscape Architecture, Civil Engineering, Architecture, Urban or Land Planning, or a related field.

WORKING CONDITIONS:

  • The employee must occasionally lift and/or move up to 50 pounds.
  • This position shares time between office and field work and requires a significant amount of physical activity to conduct field inspections and oversee all phases of construction projects; outdoor work may be required in extreme weather conditions.
  • Adherence to safety rules including the use of Personal Protective Equipment while on site is required at all times.
  • Periodic exposure to stressful situations while working with contractors and community members to accomplish assigned projects.
  • The employee occasionally works near moving mechanical parts; in high, precarious places, is occasionally exposed to wet and/or humid conditions, fumes, airborne particles, and/or toxic or caustic chemicals.
  • The noise level in the work environment varies from low to moderate.
  • Occasional non-traditional working hours, which may include evening and weekends.
