We are seeking an experienced and motivated Project Manager to lead delivery of an Energy Savings Performance Contract (ESPC) at one or more U.S. Department of Veterans Affairs (VA) facilities in the Little Rock, Arkansas area. The successful candidate will serve as the primary on-site point of contact, responsible for coordinating all phases of project execution-from pre-construction submittals, construction/implementation phases, commissioning, and closeout ensuring compliance with federal contract requirements and VA facility standards. The project shall include implementation of energy conservation measures including new HVAC System Upgrades (I.e., chillers, towers, pumps, condensate piping), a new campus-wide temperature controls BAS system, replacement of multiple AHUs, replacement of electrical substations, electrical disconnects, emergency power upgrades including new generators, ATS, paralleling switchgear, additional emergency panelboards, replacing EPDM roofs, and replacing windows campus-wide.
This is a high-visibility role supporting the VA's mission to modernize its infrastructure, reduce energy consumption, and achieve lasting operational savings through energy-efficient improvements.
Key Responsibilities
Project Execution & Oversight
Manage all phases of ESPC including assisting the investment-grade audit (IGA) phase, design development phase, and project delivery for preconstruction, construction, commissioning, and on-going M&V. Develop and maintain detailed project schedules, a schedule of values, budgets, subcontractor compliance, and status reports. Coordinate with VA project manager (aka contracting officer representative (COR , VA facility managers, engineering staff, and to ensure project alignment with VA standards and mission continuity. Manage on-site direct reports including Construction Superintendent(s). Oversee subcontractors and field teams, ensuring quality, safety, and schedule compliance.Federal Contract Compliance
Ensure all activities comply with Federal Acquisition Regulations (FAR), VA procurement policies, and ESPC-specific requirements under ESPC guidelines. Assist as needed in documentation supporting the Guarantee Performance Period and M&V reporting obligations. Support annual M&V and O&M reporting and savings verification throughout the guarantee period.Stakeholder Communication
Serve as the primary onsite point of contact for the VA's on-site project manager and VA contracting officer personnel. Participate in regularly scheduled project status meetings, design reviews, and executive briefings. Prepare and present project reports, schedules, and financial summaries for internal and external stakeholders. Proactively identify and communicate project risks, proposed mitigations, and escalation needs.Technical Coordination
Coordinate with energy engineers, commissioning agents, and subcontractors on system designs for HVAC, lighting, building automation, renewable energy, emergency power systems, roofing, windows, and water conservation measures, etc Review and document submittals, RFIs, and other construction documents for compliance with project scope and VA design standards. Support commissioning and acceptance testing of installed energy conservation measures (ECMs).Required Qualifications
Bachelor's degree in Engineering, Construction Management, Business Administration, or a related field. Minimum 5 years of project management experience on federal or large commercial construction projects where project phasing was required and where coordinating and managing multiple subcontractors was required. Demonstrated experience managing energy projects, ESPCs, or UESC contracts in a federal environment. Familiarity with Dept of Veterans Affairs or DOD facility requirements and federal contracting processes (FAR). Strong proficiency in MS Project, Primavera P6, or equivalent scheduling software. Excellent written and verbal communication skills; ability to brief executive stakeholders.Preferred Qualifications
PMP (Project Management Professional) certification from PMI. Certified Energy Manager (CEM) or LEED AP credential. Prior experience on Federal Govt Agency ESPC projects. Knowledge of Operation and Maintenance, and M&V Verifications Familiarity with VA design standards, VA TIL Guidelines, and NEPA requirements are a plus. Experience managing projects in active, occupied healthcare or federal campus environments.PIa0de5-
