Overview of Position:
The OSP Costing Engineer will evaluate competitive fiber installations in various target markets, develop desktop 80/20 cost estimates to be used in modeling, and maintain maps associated with targeted and selected markets. Primary responsibilities include working with others in the Market Selection, Business Development, and Sales and Marketing functions to identify target markets, confirm the accuracy of desktop data available, and develop high level cost which will be used to make market entry decisions. The ideal candidate for this role should show initiative and be motivated to grow, learn and collaborate with other key stakeholders to develop best practices for all areas of outside plant as it relates to new market selection. The work will draw on your years of real-world experience in the field and knowledge of construction techniques. The improvements in our practices and technology that you identify will have a direct impact on our ability to build new fiber networks rapidly and cost-effectively across our quickly expanding footprint.
What you will do:
- Partner with Business Development and Market Selection teams to ensure we are selecting the most attractive areas from a design perspective
- Perform competitive analysis drives of potential markets to ensure market selection data is accurate, identify unknown competitors, confirm location and activity of all competitors deployment activities and determine the potential for aerial installation
- Identify areas that increase cost or complexity or slow the deployment of fiber in a potential market
- Document an initial high level network design based on current design standards and findings from the competitive analysis data
- Conduct desktop costs analysis based on high-level design in order to model an 80/20 estimate of build requirements
- Work with construction and engineering teams to revise future designs and cost projections based on actual market builds
- Identify and recommend data sources and software that may increase our market knowledge or speed to market
- Perform other related duties as assigned to ensure the effective operation of the department
Requirements:
Minimum Qualifications:
- In-depth understanding of outside plant systems and industry standard design architecture
- A minimum of 5 years' experience in Outside Plant engineering, architecture design, or construction management in the telecommunications industry with cross-functional leadership experience
- Demonstrated understanding of the latest technology in outside plant and construction such as micro-trenching/micro-duct, ribbon splicing, and etc.
- Proven ability to identify problems and inefficiencies and develop unique solutions
- Proficient in desktop estimates for aerial and buried OSP builds
- Ability to work independently and with a team to develop market entry strategies
- In-depth understanding of the permitting and locates process which can be used to identify competitive activity
- Intermediate understanding of telecom products offered and how to deliver these products to external customers
- Intermediate knowledge of Microsoft Office software, including Visio, Excel, and Word is required.
- Intermediate knowledge of ARCGIS, QGIS or IQGEO is preferred
- Ability to communicate orally and in writing, as well as give effective presentations to other key stakeholders, management and senior leadership
