Salary: Starting at $88,000-$110,000 based on education and experience.


Statement of Purpose:

The Organizational Development & Strategic Sourcing Manager is responsible for leading three core areas within Human Resources: staffing agencies, community partnership management, and organizational training and development. This role ensures effective management of limited staffing across the organization, including corporate and locum agencies, as well as consulting firms, on behalf of CAN.


The Organizational Development & Strategic Sourcing Manager also oversees relationships with community partners-such as diversity networking groups, high schools, community colleges, and universities-to build sustainable talent pipelines. In collaboration with CAN's Marketing team and local and national community organizations, the Organizational Development & Strategic Sourcing Manager drives participation in community events to enhance employer branding and attract passive candidates.


In addition, this role leads the assessment of organization-wide training needs by leveraging clinic visits, employee surveys, and employee relations insights. The Organizational Development & Strategic Sourcing Manager applies instructional design techniques to develop targeted, customized training solutions that close identified gaps.


Finally, the Organizational Development & Strategic Sourcing Manager partners with HR Operations and Employee Relations to identify trends and implement workforce development programs that proactively mitigate organizational risk and support CAN's strategic goals.

Essential Functions:

  1. Upholds CAN Community Health's mission, values, and policies and ensures strict confidentiality of patient and employee information in compliance with HIPAA and professional standards.
  2. Maintains up-to-date knowledge of local, state, and federal regulations relevant to human resources and organizational development practices.
  3. Analyzes workforce planning needs in collaboration with HRBP Managers and in partnership with Marketing develops proactive strategies that strengthen CAN's position as an employer of choice, leading CAN's employment branding in partnership with Marketing.
  4. Build long-term sustainable talent pipelines through strategic partnerships with high schools, colleges, and universities.
  5. Partners with the Managers HRBP to analyze employment trends and survey data, identifying strategic networking opportunities to boost CAN's community presence and attract passive talent. In partnership with the Sr. Director, HR, represents CAN at strategic networking opportunities.
  6. Partners with Talent Acquisition and Legal to establish and maintain academic affiliations and internship programs, aligning emerging talent with organizational growth needs.
  7. Serves as the primary liaison for staffing agency vendors, managing relationships and negotiations, coordinating Master Service Agreements with Legal, and conducting quarterly business reviews. Ensures adherence to centralized staffing procedures and drives operational efficiency.
  8. Monitors and manages temp staffing utilization and vendor spending, aligning expenditures with HR budget goals and organizational priorities.
  9. Collaborates with Managers, HRBP, to identify trends and root causes of workforce issues using data, and employee feedback. Leads the design, creation and implementation of targeted, scalable training initiatives that foster a high-performance, inclusive, and compliant workplace.
  10. Partners with the Sr. Director, HR to promote a culture of accountability, equity, and continuous learning by facilitating leadership and staff development training programs to support effective people management and organizational alignment.
  11. Serves as a subject matter expert (SME) in vendor management, community engagement, and organizational learning, providing guidance to HRBP Managers and business leaders across the organization.
  12. Performs additional duties as assigned, contributing to the broader goals of the Human Resources function and CAN Community Health's mission.

Requirements:

Education/Professional:

  1. Bachelor's degree in human resources, Business Administration, or related field required. In lieu of a bachelor's degree, 8 years of progressive Human Resources experience.
  2. Master's degree in human resources or similar preferred.
  3. 3 years' experience in HR management required.
  4. PHR or SHRM-CP preferred.

Work Environment:

This job operates in a professional office environment. This role routinely involves standard office equipment such as computers, audio visuals, telephones, photocopiers, filing cabinets and fax machines.

Physical Requirements:

  2. Sedentary- Exerts up to 15 lbs. of force occasionally and/or a negligible amount of force frequently or constantly in lift, carry, push, pull, or otherwise move objects. Involving sitting most of the time but may involve walking or standing for brief periods of time.

Position Type/Expected Hours of Work:

This position may require additional time above normal operating hours and on occasion weekend work, including travelling out of the state.


Travel: Travel is primarily during the business day, although some out-of-area and overnight travel may be expected. Must be able to operate a motor vehicle and have valid insurance and driver's license.
