Mechanical Healthcare Engineer

SJS Executives, LLC (SJS), also doing business as SJS Industrial, is currently seeking an experienced Mechanical Healthcare Engineer to work full time for SJS Executives for possible upcoming operations at a local Veteran's Affairs Hospital in El Paso, Texas.

Responsibilities:
  • Serve as the subject matter expert (SME) for all mechanical systems and central plant operations across the medical center, ensuring patient safety, regulatory compliance, operational reliability, energy efficiency, and infrastructure resiliency.
  • Provide engineering leadership for healthcare mechanical infrastructure, including HVAC, central utility plants, hydronic systems, steam distribution, refrigeration, plumbing, medical gas systems, specialty water systems (RO/DI), compressed air, and Building Management Systems (BMS).
  • Plan, design, manage, and administer Minor Construction, Non-Recurring Maintenance (NRM), Station Level, and leased facility projects from concept through construction and turnover.
  • Oversee professional Architecture/Engineering (A/E) and construction contracts to ensure compliance with project specifications, schedules, healthcare regulations, VA requirements, and applicable building codes.
  • Serve as the engineering advisor, project manager, construction coordinator, contract administrator, and technical consultant for assigned healthcare engineering projects.
  • Chair Integrated Project Teams (IPTs) comprised of multidisciplinary stakeholders and provide technical leadership throughout project planning and execution.
  • Maintain engineering specifications, drawings, technical reference libraries, and regulatory documentation.
  • Develop and maintain Preventive Maintenance (PM) and Corrective Maintenance programs, Standard Operating Procedures (SOPs), Utilities Management Plans (UMP), and Water Management Plans (WMP).
  • Support commissioning, re-commissioning, system acceptance, turnover documentation, and Facilities Management integration for capital construction and renovation projects.
  • Analyze Building Management System (BMS) data, trends, alarms, and Measurement & Verification (M&V) information to improve system performance and energy efficiency.
  • Develop technician training programs and provide technical guidance to maintenance staff, clinical departments, and administrative leadership.
  • Coordinate water treatment programs to protect equipment, maintain water quality, and reduce Legionella and waterborne pathogen risks.
  • Oversee acceptance, testing, and operational readiness of fire suppression systems, including wet pipe sprinklers, standpipes, fire pumps, clean agent systems, and associated alarm interfaces.
  • Review commissioning plans, functional performance testing, pre-functional checklists, deficiency logs, and system acceptance documentation.
  • Verify HVAC system performance, including air balancing, water balancing, room pressurization, filtration, airflow, humidity, temperature control, and compliance with ASHRAE, ASHE, and FGI healthcare standards.
  • Validate Direct Digital Control (DDC) and Building Automation System sequences, including alarms, safeties, smoke control, trending, scheduling, and cybersecurity integration.
  • Participate in integrated systems testing involving HVAC, fire alarm, smoke control, and life safety systems.
  • Oversee startup, testing, commissioning, and acceptance of boilers, chillers, cooling towers, pumps, heat exchangers, hydronic systems, compressed air systems, natural gas systems, domestic water systems, specialty water systems, and medical gas infrastructure.
  • Monitor water chemistry programs for boilers, cooling towers, chilled water, hot water, and closed-loop hydronic systems to ensure proper treatment and equipment protection.
  • Develop and maintain healthcare Water Management Plans, including hazard assessments, control measures, monitoring programs, corrective actions, documentation, and staff training.
  • Produce and maintain Utilities Management Plans documenting central plants, site utilities, emergency systems, redundancy strategies, utility distribution, metering, failure modes, and emergency response procedures.
  • Review mechanical design documents, as-built drawings, Operations & Maintenance manuals, commissioning documentation, and equipment turnover packages.
  • Conduct Operations & Maintenance training for facility personnel following project completion.
  • Develop equipment maintenance procedures and asset documentation within computerized maintenance management systems (CMMS), including VistA.
  • Collaborate with commissioning agents, architects, engineers, contractors, infection prevention personnel, and facility leadership to ensure successful project execution and operational readiness.
  • Participate in strategic planning and provide technical recommendations supporting healthcare facility infrastructure improvements and long-term capital planning.

  • Qualifications:
  • In accordance with federal regulations, possession of a valid Real ID is a requirement for this position.
  • Bachelor's degree in Mechanical Engineering or a related engineering discipline (preferred).
  • Minimum of 15 years of experience in healthcare mechanical systems operations, maintenance, engineering, or central utility plant operations.
  • Minimum of 10 years of experience with healthcare HVAC systems, controls, commissioning, Testing, Adjusting and Balancing (TAB), and Building Automation Systems.
  • Extensive knowledge of hospital central utility plants, including boilers, chillers, cooling towers, heat exchangers, pumps, steam systems, hydronic systems, and fuel distribution systems.
  • Demonstrated experience with Building Automation Systems (BMS/DDC), data analytics, trending, Measurement & Verification (M&V), and system optimization.
  • Strong understanding of healthcare ventilation requirements, including operating rooms, isolation rooms, pharmacies, sterile processing departments, laboratories, and ambulatory surgery centers.
  • Experience with medical gas systems, including oxygen, medical air, vacuum, nitrous oxide, and compressed air systems. ASSE 6030/6040 certification preferred.
  • Knowledge of domestic water systems, specialty water systems (RO/DI), water treatment, Legionella prevention, and Water Management Plans.
  • Experience developing and administering Utilities Management Plans and healthcare water management programs.
  • Thorough understanding of water chemistry programs for boilers, cooling towers, and closed-loop hydronic systems.
  • Experience with commissioning, re-commissioning, functional performance testing, startup verification, and project turnover documentation.
  • Strong understanding of ASHRAE, ASHE, FGI, NFPA, OSHA, ANSI, and applicable VA engineering design standards.
  • Knowledge of healthcare life safety systems, fire protection systems, smoke control systems, and integrated building systems testing.
  • Experience managing capital construction, renovation, and infrastructure improvement projects within active healthcare facilities.
  • Ability to review engineering drawings, specifications, commissioning documentation, and construction submittals.
  • Experience administering A/E and construction contracts and coordinating multidisciplinary project teams.
  • Strong project management, organizational, analytical, and problem-solving skills.
  • Excellent written and verbal communication skills with the ability to communicate technical information to engineers, contractors, clinical staff, and executive leadership.
  • Ability to develop technical procedures, training materials, maintenance programs, and engineering documentation.
  • Proficiency with computerized maintenance management systems (CMMS), Building Management Systems, and Microsoft Office applications.
  • Ability to lead multidisciplinary teams while managing multiple concurrent projects in a complex healthcare environment.
  • Experience supporting continuous improvement initiatives focused on patient safety, regulatory compliance, operational reliability, and energy performance.
  • Must satisfy all additional federal, VA, and facility-specific credentialing requirements.
  • Must be able to successfully pass a drug test and a thorough background check for access onto a military installation; please note the background check for this position extends past 7 years, in conformance with federal law and US Department of Justice guidelines for work on a military installation.
