Bachelor's degree from an accredited college or university in an engineering discipline and four (4) years of experience in the design and construction of transportation infrastructure.
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.
Required Special Qualifications:
Minnesota Professional Engineer's License is required within six (6) months of employment.
Under general supervision, is responsible for the development, coordination, and design of transportation projects. Performs professional engineering studies, prepares specifications and reports. Represents the County's interests for the timely planning, estimating, budgeting, design, and construction of transportation projects. Participates in meetings outside of regular business hours with public officials, agencies, contractors, property owners, and consultants. Supports a diverse, respectful, and inclusive workplace.
- Develops, designs, and reviews proposed layouts and plans for construction of transportation infrastructure. Prepares project development reports and facilitates environmental studies and documents.
- Oversees and participates in the investigation, development, design and construction of transportation projects.
- Recommends and authorizes hiring, transfer, suspension, promotion, discharge, assignments, rewards or discipline of employees, direction of the work and adjustment of other employees' grievances on behalf of the employer.
- Collaborates with construction, maintenance, surveying, parks, Soil and Water Conservation District (SWCD), and Right of Way staff and recommends actions.
- Verifies accuracy of all plans in compliance with County, State and Federal design standards, practices and policies. Prepares specifications and cost estimates. Coordinates with local, state and federal agencies and utility companies to obtain required approvals, permits, and agreements.
- Participates in the development of budgets and the capital improvement program.
- Performs related duties as assigned.
- Thorough knowledge of transportation and engineering principles and practices and their application in the design, construction and maintenance of transportation infrastructure.
- Knowledge of NEPA and MEQB procedures and practices.
- Knowledge of land and engineering survey methods and techniques.
- Knowledge of federal and state transportation funding, design standards, rules, and environmental regulations and specifications.
- Knowledge of current developments and literature in the field of civil engineering.
- Skill in the use of computers and technology, including land and engineering design and survey systems.
- Skill in making complex engineering computations.
- Skill in project management.
- Ability to design and oversee the construction of transportation infrastructure.
- Ability to plan, assign and supervise work tasks of staff.
- Ability to analyze and interpret construction plans and specifications.
- Ability to communicate effectively both verbally and in writing, including presenting.
- Ability to establish and maintain effective working relationships with others.
