POSITION SUMMARY

The Estimator is responsible for preparing accurate, competitive, and well-documented cost estimates and proposals for civil construction projects across E-Z Bel's Traffic Signals, Bridge, and Core Divisions. This role includes quantity take-offs, cost analysis, subcontractor coordination, and the preparation of bid packages, with increasing responsibilities in mentorship, bid strategy, and internal process improvements over time.


YOUR ROLE

??? Reviews project plans, specifications, addenda, and owner requirements (e.g., CoSA, SAWS, TxDOT, SBEDA, DBE) to support accurate and compliant cost estimates

??? Performs detailed quantity take-offs using Bluebeam and Excel-based estimating tools across scopes such as paving, utilities, structural concrete, and traffic signals

??? Develops complete cost estimates using HeavyBid, integrating historical job data, productivity rates, crew configurations, and direct/indirect costs

??? Prepares subcontractor bid packages and verifies scope coverage, quote alignment, and DBE/EEO/SBEDA compliance

??? Inputs and manages cost data in estimating systems including HeavyBid, Excel templates, and internal pricing logs

??? Tracks and updates material pricing, labor rates, and equipment costs; maintains internal cost libraries

??? Participates in and leads the development of complete bid proposals, including bid forms, quote analysis, and signed documentation packages

??? Coordinates with Project Managers and Division Managers during bid development to review scope strategy, constructability, production assumptions, and schedule alignment

??? Collaborates with Safety and Risk Management teams to ensure safety provisions and compliance requirements are included in estimates

??? Supports Spectrum budget loading and ensures consistency between estimated values and operational implementation

??? Communicates with subcontractors, vendors, and internal stakeholders to clarify bid details, verify pricing, and coordinate proposal timelines

??? Maintains accurate documentation including bid logs, estimating calendars, Dropbox folders, and internal reference tools

??? Supports the refinement of estimating SOPs, tools, templates, and training content

??? Participates in owner-facing proposal interviews and represents the Estimating Department during pre-bid and post-bid phases


WHAT YOU BRING

??? Bachelor's degree in Construction Management, Civil Engineering, or a related field preferred

??? 3-7 years of experience in civil construction estimating or equivalent field-based experience

??? Proficient in estimating tools and systems, including HeavyBid, Bluebeam, and Microsoft Excel

??? Strong knowledge of public agency and regulatory compliance (e.g., TxDOT, SBEDA, DBE)

??? Skilled in take-offs, cost analysis, subcontractor management, and bid compilation

??? Excellent organizational, communication, and problem-solving abilities

??? Ability to work independently and collaboratively in a deadline-driven environment


PHYSICAL REQUIREMENTS

The Estimator role is primarily office-based, requiring prolonged periods of sitting, using a computer, and working with standard office equipment. Occasional site visits may involve standing, walking on uneven terrain, climbing stairs, and exposure to outdoor weather conditions. The role may also require lifting or carrying objects weighing up to 20 pounds.


PRE-SCREEN

Upon offer, employees will be required to complete and pass a pre-employment drug screen.
