Job Description:

4LEAF is seeking a full-time qualified Civil Engineer/Encroachment & Water Efficiency Plan Reviewer. The ideal candidate is responsible for reviewing and managing public works encroachment permits, evaluating hydrology and drainage calculations, conducting plan reviews for compliance with California's Model Water Efficient Landscape Ordinance (MWELO), and preparing annual program summary reports. This role ensures engineering submittals comply with applicable municipal standards, state regulations, and best engineering practices.


Responsibilities:


Encroachment Permit Management

  • Review, process and manage public works encroachment permits for work within the public right of way.
  • Ensure proposed work complies with municipal codes, engineering standards, and safety requirements.
  • Coordinate with applicants, contractors and internal departments regarding permit requirements and approvals.
  • Track permit status and maintain accurate records and documentation.

Hydrology & Drainage Review

  • Review hydrology reports, drainage studies, and supporting engineering calculations for compliance with applicable standards and design criteria.
  • Evaluate stormwater management plans and runoff calculations.
  • Verify engineering assumptions, modeling inputs, and design methodology.

MWELO Plan Review

  • Review landscape documentation packages for compliance with the Model Water Efficient Landscape Ordinance (MWELO).
  • Evaluate water budgets, hydrozone designs, irrigation plans, and plant palettes.
  • Ensure projects meet California water efficiency standards and municipal guidelines.
  • Communicate corrections or revisions required for compliance.

Reporting & Documentation

  • Compile and prepare annual MWELO summary reports and supporting documentation.
  • Maintain organized records of plan reviews, approvals and compliance data.
  • Assist in tracking program metrics and regulatory reporting requirements.


Qualifications:

  • BS Civil Engineering or a closely related field
  • Professional Engineer (PE) licensed in California or ability to obtain
  • Knowledge of civil engineering principles
  • Familiarity with California MWELO requirements
  • Understanding of municipal permitting processes and public right of way standards
  • Ability to review engineering plans, technical reports and calculations

4LEAF anticipates that the annual salary range for this position will be between $90,000 - $145,000 per year, commensurate with professional certifications, experience, and the location of public works projects the staff will be assigned.
